It’s time to adopt a law on communal services and their tariffs

 

It is known that communal services are essential in ensuring a prosperous and comfortable life for citizens.

Services, such as water, heating, electricity, gas supply, sewage, and waste collection, are constantly needed to meet people’s vital needs.

Therefore, we believe utility services and tariffs should be convenient and fair for the population.

Based on this, the People’s Democratic Party of Uzbekistan believes that the Law “On Regulation of Communal Services and Tariffs”, which provides for the legal regulation of activities in this direction, must be adopted.

The need to accept this document is explained by the following:

– to ensure that the tariffs set for communal services are fair and economically based, to take into account the standard of living of the population in the process of determining the price of services and tariffs;

– introduction of special preferential tariffs to support socially vulnerable groups;

– attraction of new investments by encouraging the active participation of the private sector in communal services;

– developing quality standards for service providers and introducing an effective control system over their compliance.

Adopting this law will improve the quality of communal services and provide them at economically acceptable prices for citizens. It will also promote transparency in setting tariffs and introduce effective control mechanisms over the activities of service companies.

Suppose we focus on the experience of foreign countries. In that case, laws regulate utility services and tariffs in countries such as the United States, the United Kingdom, Germany, France, Canada, Japan, and Russia.

Adopting this law at our party’s initiative is crucial for increasing the efficiency of communal services, improving their quality, and keeping tariffs stable. In addition, such a law encourages using energy-saving technologies and renewable energy sources.
